Senior Civil Engineer – Water
This full-time position reports to the Engineering Manager - Water and is located at the
Ed Fischer Operations Center, 8600 NE 117th Avenue, Vancouver, WA 98662.
WHAT YOU WOULD DO:
- Prepare Requests for Proposals/Qualifications, lead evaluation and team, make recommendations
- Oversee internal design staff to develop approved plans, specifications and estimates
- Review and prepare scopes, budgets, and schedules, plans, specifications, estimates, provide markups, and track progress
- Manage consultants, ensure successful delivery of complex projects
- Coordinate with jurisdictions and agencies for compliance and permitting
- Collaborate with project stakeholders, gain input to inform design decisions
- Provide support to construction staff, attend meetings, review submittals, RFI’s, change order requests, and design changes
- Assist in developing capital improvement plans
- Provide assistance to the Water Engineering Manager in meeting department-wide goals and objectives
- Manage agreements related to projects, assist with planning, land acquisition, and asset management
- Collaborate with staff and other departments
- Maintain engineering files
- Taking part in on-call duties working after hours and on weekends
QUALIFICATIONS:
Bachelor’s Degree in Civil Engineering or related field required. Professional Engineer in the State of Washington with 10-years of progressive work experience as a project engineer with a high level of responsibility, independent decision making. Technical knowledge of potable water transmission/distribution systems, storage, pumping, and control systems. Experience in design of distribution and transmission mains as well as additional studies in hydraulics, water modeling, and construction management preferred. Excellent organizational skills including ability for self-direction, lead technical staff, and collaboration as a team. Ability to work with key business stakeholders to address common goals. Demonstrated proficiency in MS Office Suite and software used for engineering design and review. Strong written and oral communication skills with ability to articulate complicated subject matter.

Employees are enrolled in Washington State PERS and may enroll in deferred compensation plans. Employees will also receive eight hours of vacation leave and sick leave every month and twelve paid holidays throughout the calendar year.
SALARY:
Salary ranges are market based and established annually. With full competency in the role and satisfactory performance, the target is midpoint within the established range.
2026 Senior Civil Engineer-Water: Min: $128,961 Mid: $155,984 Max: $183,007
