Our mission is to administer the waters of the State to maximize lawful beneficial use, ensure that dams and water wells are properly constructed and safe, and provide information about water resources to the public. Division of Water Resources
This work unit exists to serve the public and preserve, protect, develop, and optimize the beneficial use of the state's present and future water supplies. This work unit exits to administer, distribute and regulate the water of the Colorado River according to the doctrine of prior appropriation, pursuant to Colorado Statutes, and in compliance with the Colorado River Compact.
Description of Job
OPEN ONLY TO CURRENT RESIDENTS OF COLORADO
The purpose of this position is to support water rights administration by developing methodologies to collect and analyze water diversion and delivery data to verify augmentation plan operators are operating in compliance with all applicable court decrees, statutes, rules and regulations.
Specific job duties include but are not limited to:
This position performs calculations to determine the amount, timing and location of stream depletions for all types of augmentation plans with a focus on municipal augmentation plans. Prepares monthly accounting of plan operations demonstrating replacement of stream depletions.
Coordinates with a variety of staff members, consulting engineers and associations and entities to ensure records of plan operations are maintained properly.
Determine the appropriate formulas and logic statements that are needed to construct and maintain unique spreadsheets and databases for the purpose of evaluating compliance with complex water court decrees and water administration support and determine, after analysis and evaluation, if the water diversion and delivery accounting submitted by an augmentation plan operator or municipal entity matches the actual measured diversion and delivery data collected independently and is in compliance with the decree terms.
Calculates and records diversion data for assigned plans of augmentation including diversions and depletion reaches/points. This includes computer data analysis of data using spreadsheets.
This position must be aware of the terms and conditions of the decrees, continually monitor each augmentation plan's submitted water accounting in spreadsheets, and periodically "audit" the accounting and diversions by physical inspection of the structures or working with Division staff to do so.
Other duties as assigned.

Minimum Qualifications:
Experience Only:
Six (6) years of relevant experience with scientific field investigations, municipal water operations, Colorado water administration, interpreting water court decrees, or other experience related water or natural resources.
OR
Education and Experience:
A combination of related education and/or relevant experience in an occupation related to the work assigned equal to six (6) years.

Preferred Qualifications:
Current or former State experience relevant to this position.
Knowledge and experience with Colorado water rights.
Knowledge and experience with plans for augmentation and associated accounting.
Water administration experience.
Proficiency with Google and Microsoft suites including Google Sheets and Microsoft Excel.
Experience with assisting customers and/or public outreach.
Other experience relevant to the use or management of water resources.
The current work arrangement for this position is as follows:

Hybrid: To be determined with supervisor, but primarily reporting to the main Division Office with a combination of work from home and occasional field time.
Conditions of Employment:

Must be willing and able to possess and maintain a State of Colorado Driver's License
Must have the ability to report to the work location that can include off-road conditions and rugged terrain.
Must have the ability to independently access remote locations to complete work assignments within the division.
Must be willing and able to perform physical tasks, which may include lifting up to 50 lbs.
Must be prepared to defend and support actions and records in depositions or court testimony.
Must be able to address frequent and detailed inquiries from attorneys, professional engineers and hydrologists from government and private agencies.
