Duties
You will serve as aSupervisory Marine Environmental Response and Research Specialistand be responsible for providing management, oversight, alignment, and coordination of the Great Lakes Center of Expertise (GLCOE) and its relationships with community, government, academia, and private industry and international partners as it relates to oil spill research in the Great Lakes and other freshwater bodies.
Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
- Monitoring and assessing the current state of knowledge regarding freshwater oil spill response technologies and behaviors, including the effects of oil spills in fresh water, cold weather environments, and the Great Lakes.
- Providing scientific and technical expertise in implementing and evaluating complex and innovative collaborative research projects in the areas of aquatic ecology, environmental chemistry, fish/wildlife, biology, and water resources for the Great Lakes, and other freshwater bodies where it applies to oil spill research and response.
- Coordinating with CG District Great Lakes, the CG National Strike Force (NSF), CG Research and Development Center (RDC), and other CGHQ programs/units, along with Great Lakes regional stakeholders to include academia, private industry, state, Federal, tribal, and international partners, as needed, to facilitate research, training, and emergent technology evaluation projects.
- Making written and oral presentations to professional, academia, community, civic, and/or special interest groups to promote interest in and gain acceptance for GLCOE programs.
- Serving as CG liaison and oil spill response research subject matter expert to institutions of higher learning, providing direct oversight for all academic partnerships.
- Managing Coast Guard research and development operations for both the Sault Sainte Marie, and Ann Arbor, Michigan GLCOE locations and serving as civilian supervisor for both sites.

Qualifications
Basic Requirements: This position has a positive Education Requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified. Basic Requirements
- Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR - Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.
AND
To qualify at the GS-13 grade level,your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular and recurring basis.
- Evaluation Research - Evaluating freshwater oil spill response technologies
- Aquatic Environmental Research - Researching projects in the areas of aquatic ecology, environmental chemistry, fish/wildlife, biology and water resources.
- Scientific Paper Review - Scientific analysis and technical reviews of literature published within limnologist, meteorologist and other aquatic science.
